“Truth to materials”

The proposed building houses a Magistrates Court and a Community Advise Center   (CAC). Throughout my experience of Margate, the aim was to reflect on the old town’s character and ‘translate’ it physically through design, and mentally through the activity of the new proposal. This was achieved through the choice of materials, the footprint and experience of spaces.
The concept of ‘truth’ is expressed through materials. Pre-cast concrete panels are formed from weathered wood, creating therefore an imprint of the woods grain. By doing so, truth is revealed as the surface becomes evidence of the procedure of production. Also, copper sheets are used in the archive boxes where people touch, leaving their fingerprints behind as an indication of presence. The archive will be formed by visitors storing their stories anonymously and therefore creating a ‘diary’ of Margate.
There is a strange contradiction raised within the experience of the building as it accommodates both ends of emotional spectrum, from serious punishment to celebration, taking place in the Magistrates Court and CAC.

The initial response to the site was that it was a hidden site bounded by two narrow streets limiting its connection to the sea and the local context of Margate.
The early design strategy was to make one of the narrow streets accessible only for pedestrians running as an extension from the sea promenade to old Town Margate and the site.
The brief for a Town Hall and Magistrates Court took a similar strategy of both connection and division between spaces. As a response to the local masonry materials a flint wall acts as a dividing and connecting element.  Internally it separates the public ground floor with the private Town Hall, but also connects to the courtroom above. Externally it defines a second entrance continuing to form a rainwater collecting stream with seating area.

Design Brief

I had to look at what a New Town Hall and Magistrates court means to Margate. From previous projects I have learned that there is a very high population of Asylum Seekers in the area. The community is very disjointed because of the complete mix of cultures that now make it up. These different sections of the community are very disbanded from each other and the local people of Margate.
Therefore I am suggesting that the New Town Hall be a place that unites the community. It must be a place the community are not afraid to come to. It must be a place that truly helps the community.
The program I am suggesting then is to make the town hall a place to help the community by providing spaces to work on local projects and space to discuss or to talk about these projects or local issues.
